Walz Article of Impeachment

A House resolution
providing for the impeachment of Timothy J. Walz, Governor of the State of Minnesota,
for corrupt conduct in office.

WHEREAS, article VIII, section 1, of the Minnesota Constitution provides the House of
Representatives the power of impeachment, and provides the Senate the power to try impeachments;
and

WHEREAS, Timothy J. Walz has engaged in corrupt conduct in office by violating his
constitutional oath to faithfully execute the laws of this state;

NOW, THEREFORE,
BE IT RESOLVED
by the House of Representatives of the State of Minnesota that Timothy
J. Walz, Governor of the State of Minnesota, is impeached for corrupt conduct in office.

BE IT FURTHER RESOLVED that the following articles of impeachment are adopted by
the House of Representatives and must be exhibited to the Senate.

BE IT FURTHER RESOLVED that, in accordance with article VIII, section 3, of the
Minnesota Constitution, Timothy J. Walz is prohibited from exercising the duties of Governor from
the time this resolution is adopted and may resume the duties of Governor only if acquitted by the
Senate of the State of Minnesota.

BE IT FURTHER RESOLVED that, in accordance with article VIII, section 4, of the
Minnesota Constitution, the Speaker of the House of Representatives must ensure Timothy J. Walz
is served with papers giving notice of the articles of impeachment as expeditiously as possible.

BE IT FURTHER RESOLVED that the Chief Clerk of the House of Representatives is
directed to prepare an enrolled copy of this resolution, to be authenticated by his signature and that
of the Speaker, and transmit it to the Governor of Minnesota, the Secretary of State of Minnesota,
and the President and Secretary of the Senate.
The following articles of impeachment exhibited by the House of Representatives of the State
of Minnesota against Timothy J. Walz, Governor of the State of Minnesota, in maintenance and
support of impeachment for corrupt conduct in office:

ARTICLE I

Timothy J. Walz, Governor of the State of Minnesota, violated his constitutional oath of
office by knowingly concealing or permitting others to conceal widespread fraud within Minnesota
state-administered programs despite repeated warnings, audits, reports, and public indicators of
systematic abuse.

Timothy J. Walz:
(1) was made aware, through briefings, audits, agency reports, or public findings, of substantial
and ongoing fraud involving taxpayer money within state programs;
(2) failed to take timely and effective action to halt fraud in state programs despite possessing
executive authority to do so;
(3) allowed fraudulent activity to continue after credible warnings were raised; and
(4) created or tolerated an environment in which disclosure of fraud was delayed, minimized,
or obscured from legislators and the public.
Wherefore, by virtue of the conduct described in this article, Timothy J. Walz warrants
impeachment, trial, and removal for corrupt conduct in office.

ARTICLE II

Timothy J. Walz, Governor of the State of Minnesota, has violated his constitutional oath of
office by actions and omissions that interfered with lawful oversight, investigation, or corrective
action related to fraud in Minnesota state agencies.

Timothy J. Walz:
(1) failed to promptly direct executive agencies to fully cooperate with audits and
investigations;
(2) permitted or tolerated resistance to legislative oversight or public transparency;
(3) failed to remove, discipline, or track senior officials responsible for overseeing programs
later found to be fraudulent; and
(4) took action or permitted action that delayed corrective reforms while losses continued to
mount.
Wherefore, by virtue of the conduct described in this article, Timothy J. Walz warrants
impeachment, trial, and removal for corrupt conduct in office.

ARTICLE III

Timothy J. Walz, Governor of the State of Minnesota, failed to uphold his constitutional oath
of office by placing political consideration above lawful administration, thereby breaching the
public trust.

Timothy J. Walz:
(1) prioritized preservation of political narratives over disclosing known program failures;
(2) failed to act decisively to protect taxpayer money once fraud became apparent;
(3) allowed executive agencies to continue operating without adequate antifraud safeguards
after fraud risks were identified; and
(4) undermined public confidence in state government by failing to ensure transparency and
accountability.
Wherefore, by virtue of the conduct described in this article, Timothy J. Walz warrants
impeachment, trial, and removal for corrupt conduct in office.

ARTICLE IV
Timothy J. Walz, Governor of the State of Minnesota, failed to uphold his constitutional oath
of office by failing to faithfully execute the laws of the State of Minnesota, especially with respect
to laws governing stewardship of public money.

Timothy J. Walz:
(1) allowed statutory safeguards to be ignored or weakened;
(2) failed to ensure that state agencies complied with antifraud and accountability programs;
and
(3) permitted violations of the law despite his knowledge of wrongdoing.
Wherefore, by virtue of the conduct described in this article, Timothy J. Walz warrants
impeachment, trial, and removal for corrupt conduct in office.
